Open Letter: Allegations Under Ahmadu Giadu (NDLEA Chairman) Revealed

FURTHER DETAILS OF ALHAJI AHMADU GIADE’S (NDLEA CHAIRMAN/CHIEF EXECUTIVE’S) CORRUPT PRACTICES  AND IMPROPRIETIES.

Further to my petition against Alhaji Ahmadu Giade (Chairman/Chief Executive of NDLEA) dated 29th July, 2015 (copy attached), I hereby furnish some other details of Alhaji Ahmadu Giade’s corrupt practices and improprieties as Follows;

FRAUDULENT AND UNLAWFUL OCCUPATION OF THE OFFICE OF THE CHAIRMAN/CHIEF EXECUTIVE OF NDLEA FOR EXTRA 6 YEARS.
Alhaji Ahmadu Giade was appointed as Chairman/Chief Executive of NDLEA on 24th November, 2005 by President Olusegun Obasanjo for a term of four (4) years like his predecessors. His 4 years tenure elapsed on 24th November, 2005 when Late President Musa Yaradua was abroad for treatment. No other President renewed his tenure as required by law but Giade in collaboration with some top officials of President Goodluck Jonathan’s government, and obviously without the knowledga of President Jonathan took advantage of Yaradua’s absence when his tenure elapsed to fraudulently hijack and occupy the seat of NDLEA Chairman/Chief Executive till date.
Your Excellency, if a person could, with blazen impunity, fraudulently hijack and occupy public office, that spells bad omen for our society and such a person should be made to refund all the salaries, allowances and  monies paid to or recieved by him for the period he unlawfully occupied such office and should also be made to face the wrath of the law in order not to leave a bad legacy for our society.
Giade should provide evidence of renewal of his tenure after 2009 and also explain why he has  remained in office till date even after exhausting two tenures. Otherwise, he should refund all the monies paid to or recieved by him  since his lawful tenure expired in 2009 or for the period he has occupied that office unlawfully. Public office must  be safeguarded and held sacrosanct.

FRAUDLENT REFUSAL TO RELOCATE NDLEA HEADQUARTERS TO ABUJA.
Alhaji Ahmadu Giade has fraudulently refused to relocate the Agency’s headquarters from Lagos to the Federal Capital Territory, Abuja so that he can be globe trotting for estacode/travelling allowances.
In a month, Giade travels about 8-10 times from Lagos where the Agency’s headquarters is located to F.C.T. Abuja and each of his trips costs approximately five Hundred Thousand Naira (#500,000.00) or more. In aggregate, about #4-5 Million is spent on Giade’s trips monthly. multiply this figure by 12 months that makes a year. Is this not a deliberate and fraudulent waste of government resources when the money spent on Giade’s trips alone for 3 months or less is enough to rent office accomdation for the Agency in FCT Abuja for a year?
Record will show that about 65-70% of funds released by the Federal Government to run the Agency is spent on Giade’s trips alone thereby starving the Agency and incapacitating the Agency from delivering on its mandate.
The most travelled government official today is not Minister of Internal or External Affairs but Giade who is only interested in enriching himself  to the detriment of the society with tax payers’ money.
Officers are made to travel on official assignments at their own cost and expense. Officers are being posted to uttermost places, from one end of the country to another without transfer allowances/benefits paid to them. The official language is “no money”. But for every  of Giade’s trips, most of which are not even necessary, he must be paid at all cost before take off even it means dipping hands into cooperative’s fund contributed by officers from their salaries.
Giade should be questioned why he decided to flaut the Federal Government’s several directives to him to relocate the Agency’s headquartes to Abuja while the huge sum of money he has realised from his Lagos-Abuja trips for the past ten years he deliberately flauted or disobeyed the Federal Government’s directives should be investigated into.

RECRUITMENT FRAUD AND STEALING OF ABOUT NINE HUNDERED MILLION NAIRA (#900,000,000.00) REALISED FROM JOB APPLICANTS.
In 2010/2011, about one million poor innocent job seekers were made to apply for NDLEA job and a whooping sum of one thousand five hundred Naira (#1,500.00) was squeezed from each of them as application fee but only less than 2000 of them were employed. Even a large number of the people empolyed did not apply for the job but had to pay through their noses to get the job.
In aggregate, about #900,000,000.00 was  realised from those that formally applied for the job but Giade pocketed the whole money realised from the so-called recruitment exercise  and even refused to train the few that were recruited. This is not just corruption but robbery.
Giade is not only corrupt himself but he encourages his officers to be corrupt. After stealing the  money (over #900,000,000.00) realised from the recruitment exerise, he later directed all the State Commanders of  the Agency to source for money for the newly recruited personnel within their respective commands to be trained. Where  else does Giade expect his Commanders to source for money order than from drug barons/dealers? Eventually, only six state Commanders  were able to panicly source for money for the training of their new officers.
When in 2012 crisis erupted in Benue State over the killing of one person by an untrained NDLEA officer who was issued rifle to go for operation, Giade was questioned by  the Nationl Assembly and he lied before the National Assembly that he had already trained all the newly recruited cadets and claimed to have spent about #800,000,000.00 in training them, while as a matter of fact, not even one of them had been trained as at that time.
Your Excellency, Giade sholud be asked to produce or account for about Nine Hundred Million Naira (#900,000,000.00) realised from the 2010/2011 recruitment exercise conducted by him.

4.     MISSAPPROPRIATION OF FIVE HUNDRED MILLION (#500,000,000.00) DRUG DEMAND REDUCTION CAMPAIGN FUND.
Sometime in 2008, Federal Government released the sum of #500,000,000.00 to the Agency for drug demand reduction awareness campaign but Giade misappropriated the fund and diverted almost #300,000,000.00 for himself.
At the end of the day, the then Director of Drug Demand Reduction and other members of the committee who were sidelined were forced to sign a report which content they were never allowed to read despite their insistence  to that effect and the report was used to reitre the money. They all reluctantly succumbed when they were confronted by Giade with the options of either signing the concoted and fraudulent report or face compulsory retirement.  This should be verified from those that signed the said report while Giade should be asked to account for that money.

5.     MISAPPROPRIATION AND EMBEZZLEMENT OF  16 MILLION  NAIRA NEMA TRAINING FUND.
Sometime in 2010, National Emergency Management Agency  earmarked certain amount of money to the Agency for the training of its staff at the NDLEA Academy, Jos.
At the end of the training, Giade ordered the then Commandant of the Academy- Mr. M.K. Jibrin to release the unused balance of Sixteen Million Naira (#16,000,000.00) NEMA fund to him instead of returning the money back to NEMA.
Giade claimed to have used the whole #16 million NEMA fund for NDLEA promotion exercise. This is quite untrue because all the NDLEA officers that went for promotion examinations in 2010 travelled and accomodated themselves at their own expense without a single kobo paid to them.
Again, it is even fraudulent and an offence to misappropriate the fund earmarked for a particular project for something else.
Your excellency, Giade should be made to account for the #16,000,000.00 NEMA training fund.

6.     EMBEZZLEMENT OF 1.5 BILLION NAIRA FEDERAL GOVERNMENT   INTERVENTION FUND.
Sometime in 2014, the Federal Government released #1.5 billion to the Agency as intervention fund. Giade should be made to satisfactorily account for  how the money was spent
.
7.     ANTAGONISM TO EXCELLENCE AND PROFESSIONALISM
Alhaji Ahmadu Giade treats with disdain any officer with intellectual disposition, beheading them as they come as he sees them as threats to his inordinate ambition to remain the life  Chairman/Chief Executive of the Agency.
Numerous examples abound to prove that most of the top officers of the Agency that attended National War College (now Defence College) as well as those that attended National Institute for Policy and Strategic Studies (NIPSS) are either immediately flushed out of the Agency or frustrated and relegated to the background upon graduation because Giade sees them as threats to his position.
Committed and hardworking officers that insist that things must be done professionally are tagged “rebels” by Giade. This set of officers have been rewarded with punitive transfers and career stagnation for 10 years upward and made to serve under their juniors. Giade is not working for the society but for his personal comfort and that accounts for why any officer that stands on his way to acomplishing his corrupt and selfish desire must be crushed by Giade. That is why drugs now litter our streets freely as officers have been  demoralised by the 82 year old Giade whose desire is to remain in office for life. It is not in doubt that it is people like Giade that are busy causing problems in some African  countries by hanging on to power.
Needless to say that abuse of office, corruption, incompetence, mediocrity, indiscipline intimidation, oppression, highhandedness, tyranny, vindictiveness, gloom, despodence, frustration, harvest of deaths are the hallmarks of Giade’s administration.
Infact, the ordeal of NDLEA officers under the 10 year old administration of Alhaji Ahmadu Giade is a bizzare remininiscence of the draconian regime of the vicious IDI-AMIN DADA of Uganda (of inglorious memory) who stands in eternal derision and condemnation by posterity.
Your Excellency, this is time for the much desired CHANGE, and this CHANGE must reflect every aspect of the Nigerian society. NDLEA is the place I, like some other officers, have chosen a career and we would like to see it function perfectly well for us to be able to contribute our quota towards the accomplishment of the Agency’s mandate and rid our society of the menace of illicit drugs  and their devastating consequences.
In the light of the above, I humbly urge your Execellency to cause a probe into the administration of Alhaji Ahmadu Giade and it would be revealed that the allegations contained herein is a tip of the iceberg compared to other corrupt practices and improprieties of Giade that would be uncovered in the course of investigation.
NDLEA MUST BE REVIVED AND NIGERIA MUST SURVIVE.
